National Cancer Register
The creation of the Register of patients with the malignant neoplasms, is aimed to collect and store the reliable information on morbidity, mortality of malignant neoplasms diseases, as well as the state of the special oncological care facilities. The specialized oncological dispensaries in the Subjects of the Russian Federation conduct the individual records of patients with malignant neoplasms diseases since 1950.
The P.Hertsen Moscow Oncology Research Institute – Branch of the National Medical Research Radiological Centre of the Ministry of Health of the Russian Federation (P.Hertsen MORI) – developed a methodological platform for the formation of the register of cancer patients, which is aimed to carry out high-quality accounting of oncological diseases in the Russian Federation. On the basis of this platform, an information and analytical system of the cancer registry (RF CR) has been created – IAS “Сancer Register”.

A population cancer register is a system for collecting, storing and analyzing information about malignant neoplasms among a population in a certain area. «The Cancer Register 6FB» program is designed to register and keep records of cancer patients in the territorial institutions of the Russian Federation.
«The Cancer Register 6FB» program allows you to send updates to the databases of territorial cancer registries to the database of the Federal Cancer Registry of the Russian Federation.
The sources of data for the formation of the population cancer registry of the territory are medical institutions, pathological and anatomical bureaus, forensic medical bureaus, insurance companies and registry offices.
The Cancer Register of the Russian Federation is compiled on the basis of primary registration forms: a notice of a patient with a diagnosis of cancer, an extract from the medical record of a patient, a protocol in case of running form of cancer is detected in a patient, and a coupon for supplementing the control card.
The cancer register of the Russian Federation is a multi-level model which functions in the framework of unified state health system. The creation and improvement of the register of oncological patients is regulated by orders of the Ministry of Health of Russia, the fundamental of which is Order No. 135 of 04/10/1999 «On improving the system of the State Cancer Register».
