Andrey Kaprin: the surcharge for cancer detection has already been tested in a number of regions
In the Krasnoyarsk Territory, Chelyabinsk and Kaluga regions, doctors are paid extra when a number of socially significant diseases are detected. This was announced by the chief freelance oncologist of the Ministry of Health, General Director of the NMIC of Radiology Andrey Kaprin, commenting on the initiative of the Ministry on incentive payments to primary care doctors and nurses for cancer diagnosis.

The Ministry of Health has developed rules for the provision of targeted inter-budgetary transfers from the FOMS to territorial funds, the funds of which will be used for incentive payments to medical workers for the detection of oncological diseases during medical examinations and occupational examinations. The draft of the relevant government resolution has been submitted for public discussion.
«Any actions aimed at stimulating early cancer diagnosis should be welcomed, bearing in mind that it is the main weapon against cancer. The sooner we identify it, the more chances of success», – stated Andrey Kaprin TACC.
According to him, the medical staff will have an incentive to attract people for occupational examinations and medical examinations in conditions when a person refuses to undergo examinations, and the doctor does not have time to persuade him.
Andrey Kaprin He also noted that there is experience of such bonuses in other countries and in some regions of Russia: in the Krasnoyarsk Territory, Chelyabinsk and Kaluga regions, doctors are paid extra when a number of socially significant diseases are detected.
“Other countries have such experience, which, using the levers of financial stimulation of cancer alertness, eventually received a redistribution of the proportion of detection of late and early stages of cancer in favor of the latter. The method has been tested, why don’t we use it?” – says the country’s chief oncologist. He also said that the medical staff is sensitive to the “right messages” of the ministry, to the manifestation of the state’s participation in their fate and material well-being.
