On Saturday, May 30, Andrey Kaprin, Director General of the Federal State Budgetary Institution “NMIC of Radiology” of the Ministry of Health of the Russian Federation, Chief freelance oncologist of the Ministry of Health of the Russian Federation for the Central Federal District, NCFD and PFD, took part in a working trip of the Minister of Health Mikhail Murashko to Ufa, the Republic of Bashkortostan.
The visit to the supervised region is timed to coincide with the opening of a new clinical and diagnostic infection center in Ufa, built in record time, and the work of the Second Volga Cancer Congress, which, following the requirements of the time, switched to an online format.
After the opening of the Center, Mikhail Murashko held a video conference on the organization of oncological care in the context of a pandemic of a new coronavirus infection. The meeting was attended by representatives of the national medical research centers of Moscow (FSBI “NMIC of Radiology” of the Ministry of Health of Russia, FSBI “NMIC of Oncology named after N.N. Blokhin” of the Ministry of Health of Russia), St. Petersburg (FSBI “NMIC of Oncology named after N.N. Petrov” of the Ministry of Health of Russia, FSBI “RNCRT. academician A.M. Granova” of the Ministry of Health of Russia) and Rostov-on-Don (FSBI “NMIC Oncology” of the Ministry of Health of Russia), heads of regional health authorities, chief freelance oncologists of the regions of the Volga Federal District, heads of territorial bodies of the Federal Health Service, Roszdravnadzor, Rospotrebnadzor.
In his opening speech, Mikhail Albertovich noted the priority importance of all national projects in the field of health protection, and especially in the fight against oncological diseases. “The financing of any project has not been suspended, the Government of the Russian Federation fully fulfills its obligations,” the Minister said. The Head of the Republic of Bashkortostan Radiy Khabirov emphasized the importance of early diagnosis of malignant neoplasms in the region, noted the work of the Republican Ministry of Health to encourage doctors to work on early detection of ZNO.
Academician of the Russian Academy of Sciences Andrey Kaprin spoke about new challenges to the Russian cancer care system in the context of the COVID-19 pandemic. “Despite the fact that the pandemic has shifted the emphasis in the work of health systems of all countries of the world, forced us to take a fresh look at many issues of the organization of medical care, caused serious economic and demographic damage, we have no right to weaken our work to combat cancer for a day. In the world, according to WHO and IARC, as before, about 26 thousand people die from heat every day, and oncological care for patients of our profile should be provided in full,” Andrey Dmitrievich began his speech. He identified as priority issues such as the integration of the federal register of persons with COVID-19 and the Russian cancer register in order to organize the accounting of the morbidity and mortality of cancer patients from a new coronavirus infection; development of own clinical recommendations for the treatment of cancer patients in a pandemic, taking into account the geographical features of the country, regional structures of morbidity and mortality, the peculiarities of the Russian mentality and attitude to treatment. “Only with the involvement of professional and patient organizations is it possible to perform this colossal work,” the academician is sure. In his opinion, oncologists are faced with the task of reorganizing the work of medical institutions in the field of “oncology” in the field of counseling systems, organizing the work of observational departments, organizing the treatment of patients with confirmed coronavirus infection. “Our assistants here are telemedicine technologies, a vertically integrated medical information system and an electronic medical history system, which we are currently actively working on,” summed up Andrey Dmitrievich.
The Minister of Health of the Republic of Bashkortostan Maxim Zabelin and the chief physician of the Samara Oncological Dispensary Andrey Orlov also presented their reports on the organization of oncological care in the subordinate regions.
The results of monitoring the provision of medical care to patients with oncological diseases in the conditions of coronavirus infection in the subjects of the Volga region were told by the Chairman of the Federal Medical Service Elena Chernyakova, and the extremely relevant topic of medical examination and screening in the conditions of COVID-19 was highlighted by the director of the FSBI “NMIC Therapy and Preventive Medicine” of the Ministry of Health of the Russian Federation, corresponding member of the Russian Academy of Sciences Oksana Drapkina. The presentation of the chief freelance specialist of the Ministry of Health of the Russian Federation on radiation and instrumental diagnostics, Professor Igor Tyurin, was devoted to the nuances of visualization of a new coronavirus infection, including in patients with lung cancer, Professor Sergey Morozov, his colleague – the chief freelance specialist of the Moscow Department of Health, Professor Sergey Morozov, spoke about the features of the organization of the system of radiation diagnostics of a new coronavirus infection.
