P.Hertsen Moscow Oncology Research Institute – branch of NMRRC of the Ministry of Health of Russia was the first scientific institute in Europe specialized in oncology that provided medical care and the first oncological hospital in Russia. The Center specializes in surgical, chemoradiotherapy and combined treatment of patients with tumors of various localization; develops and applies new methods of diagnosis and therapy that improve prognosis and quality of life after treatment. Annually, A.Tsyba MRRC provides high-tech treatments to more than 16000 patients. The Centre specializes in the following areas: proton therapy, brachytherapy, radio and chemoembolization, radionuclide therapy. The Centre is a world leader in the treatment of cancer using radiopharmaceuticals. One of the varieties of radionuclide therapy is radioiodine therapy to which there is often no alternative method for patients suffering from papillary and follicular thyroid cancer. In its clinical practice the Centre uses adoptive immunotherapy using NK cells and other cytotoxic lymphocytes. Application of adoptive immunotherapy improves the standard chemotherapy outcomes, reduces the number of postoperative complications and the number of infectious complications, improves prognosis and the quality of life of a cancer patient. This therapy is offered to otherwise non-responsive patients and can be performed at any stage of treatment.
N. Lopatkin Scientific Research Institute of Urology and Interventional Radiology, established in 1979, is a branch of the Federal State Budgetary Institution NMRRC (National Medical Research Radiological Centre) subordinate to the Russian Federation Ministry of Health. The N. Lopatkin Institute is the main Federal research institution for urology and andrology in the Russian Federation. Specialists of the Institute perform urological, oncourological, endourological and neurological surgical operations of a wide range. The Institute provides medical care in the field of pediatric urology and kidney transplantation. ATTANTION! 1) The visit of a foreign citizen to the Russian Federation for the purpose of treatment under the restrictions adopted by the Russian Federation, taking into account the current epidemiological situation, should be considered as an urgent need to provide highly qualified treatment by medical personnel of medical institutions of the Russian Federation.
2) If a foreign citizen provides false information to receive permission to enter the territory of the Russian Federation for treatment and provides when crossing the state border of the Russian Federation false documents confirming an invitation for treatment in medical institutions of the Russian Federation, in this case, criminal liability is provided for under article 322 of the Criminal Code “Illegal crossing of the state border of the Russian Federation”.
This information notification is valid under restrictions related to the current epidemiological situation for a current coronavirus infection (COVID-19).
1.Foreign citizen is supposed to choose a medical institution for medical services application. Please note that the form of ownership of a medical institution does not matter, whether if they are private or national, a foreign citizen has the right to apply everywhere.

2. After the medical institution is chosen patients should contact its representatives. A medical institution may request information from a foreign patient that is necessary to clarify the possibility of providing medical services requested by a patient, as well as to check the possibility on issuing documents for an invitation.
3. Currently, the following procedure applies for processing documents for entry into the territory of the Russian Federation:
a) For citizens of foreign countries that are subject to a visa-free regime, in conditions complicated by the current epidemiological situation associated with a new coronavirus infection (COVID-19), in accordance with paragraph 1 of the Order of the Government of the Russian Federation “On amendments to the orders of the government of the Russian Federation of March 16, 2020, – Paragraph 635-r, 27 March 2020 and Paragraph 763-r, 6 June 2020. – Paragraph 1511-r,
a foreign citizen has the right to enter the Russian Federation for the purpose of treatment upon presenting valid documents proving their identity and recognized by the Russian Federation in this quality, and visa or without visa in the cases stipulated by international treaties of the Russian Federation, as well as documents (copies of documents), issued by the medical institution confirming the invitation to the treatment, with the period of treatment or the documents (copies of documents), issued by the Ministry of Health of Russian Federation. Thus, when crossing the border of the Russian Federation, along with an identity document, a patient should present documents issued by a medical institution confirming the invitation to treatment, indicating the period of treatment (copies of documents).
b) Dealing with citizens of foreign countries who are not subject to the visa-free entry procedure to the Russian Federation, in the case of a positive reply of a medical institution regarding the possibility of providing medical services to a foreign citizen in this medical institution, such a medical institution should apply to the migration Department of the territorial body of the Ministry of internal Affairs of Russia at the regional level with a request to issue an invitation to enter the Russian Federation for a foreign citizen or a stateless Person for subsequent registration of an ordinary business visa for the purpose of “treatment».

An invitation from a Medical institution is sending to a foreign citizen to apply to a diplomatic mission or Consulate of RF, and the RF entry visa issue procedure is held considering the invitation. Thus, when entering the border of the Russian Federation, patient should present personal identity documents and Visa along with documents issued by a medical institution confirming the invitation to treatment, indicating the terms of treatment (copies of documents).
4. Important to note: when planning a visit to the territory of the Russian Federation at present time, the patient should take into account current information on the epidemiological regime of the region of the Russian Federation to which the foreign citizen is supposed to go. This information can be clarified on the website of “Rospotrebnadzor”
